  1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.






  1. Contract Information. The Oregon Army National Guard has been tasked to solicit a support contract for The State Family Program Office. This will be a non-personal services requirement to provide Employment and Education counseling and referral services to clients, and their families. Accredited and certified counselors trained in employment matters shall provide personal and family employment counseling, planning, and education, awareness of information services, appropriate referrals, and assistance applicable to military families





This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry, to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small business (SDVOSB) are highly encouraged to respond.






  1. Minimum Technically Acceptable Contractor Expertise Criteria:





The Contractor must demonstrate through references, project lists, or reports, they possess experience as it relates to this project. Two projects maximum will be accepted for review.





Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors.

Project Description. The Oregon National Guard and the Family Support (SMFS) Directorate has a requirement to provide employment and educational support for Reserve Component Service Members, Veterans, and their Families





The requirement for contractor support is to manage all aspects of a Reserve Component Work for Warriors Outreach (W4W) program designed to identify Service Members, Veterans, and their Families eligible for support and provide them with information on available benefits and connect them with sources of support/services. The Contractor shall perform all functions necessary to develop and implement programs to identify and support the employment and educational needs of Service Members and Family Members. Contractor shall also inform and educate them on improving program effectiveness and offerings. Special emphasis is on gathering information on effectiveness of the program to include trend analysis, needs assessment surveys, and summary reports.





There will be seven regions to support and a dedicated program manager. The program will be statewide.





Contract duration is estimated at 12 base months with four 12 month options.






  1. Submission Instructions. Responses to this Sources Sought notice must be submitted electronically (via email). The Submission form needs to be completed when responding to the sources sought. Please send your response and attachments to Joshua D. Fellwock, Contract Specialist, at joshua.d.fellwock.civ@army.mil by 2:00 pm Pacific Standard Time Friday, March 24th, 2023. All successfully submitted responses will receive an acknowledgement by return email.





A contractor’s response to this Sources Sought shall be limited to the information sheet and five (5) additional pages of information for past performance or experience which may help in market research for industry capacity and shall include the following information:

    1. Contractor’s name, address, point of contact, phone number, e-mail address, and CAGE code.










    1. Contractor’s small business category and Business Size: Small Business, Small Disadvantaged, 8(a) firm, Historically underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB).










    1. Provide a maximum of five examples of projects similar in size, scope and complexity with a brief description of each project, customer name, contract number, and the dollar value. Projects considered similar in scope to this project include a statewide program support or Installation wide program support, managing personnel and program aspects over multiple different geographic areas, recruitment of personnel to support large professional service requirements.










    1. Provide additional relevant information on the contractor’s experience/Capabilities as it pertains to the proposed work outlined in the W4W requirements sheet.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published on www.SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation.





All interested parties must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
