Description

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), the NOAA Ship Oscar Dyson requires Certified American Bureau of Shipping (ABS) Technician to conduct Cable Transit Seal Systems Inspection, repairs, and document the condition of all ROXTEC and general wire way transits onboard the ship. ROXTEC Inc will provide the service and they are located at 10127 E Admiral PL Tulsa, Oklahoma 74116.



ROXTEC Inc is the Original Equipment manufacturer; the service recognition is for ABS inspection of the cable transit seal systems including types of penetrating cables, dimensions, fill ratio and insulation details for compliance with the relevant approval certificates and product installation manuals.



ROXTEC possesses all proprietary information of their equipment and are the only warranted providers of technical services for their equipment. They have all required OEM parts and warranted service technicians to complete the inspections and any repairs if needed. Certified ROXTEC inspections are only available from the OEM due to the warranties and liabilities associated with correct installations. Because of this proprietary responsibility, ROXTEC does not authorize any non-OEM groups to provide this service.



The work and services consist of inspecting all transits for current condition and correctness of installation. Provide guidance for repairs of transits that are in need of servicing. Develop a simple numbering system for each transit that indicates the location and type of transit (ROXTEX, standard, stuffing tube, etc). Provide photographs of both sides of each transit. Provide a detailed report of findings with photographs, drawings, transit condition, and recommended repairs if needed. Provide access to ROXTEC Transit Operate (RTO), online transit registry and access for one year.



The Government is not aware of any other vendors that are authorized to conduct this specialist ABS ROTEX certification onboard the ship therefore; the Government intends to acquire these services under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with ROTEX Inc. under the authority of FAR 13.106-1(b)(1)).





This is not a solicitation for competitive quotes. However, if any interested party that can provide these services and are authorized dealer, seller and distributor by the OEM, without delaying or adding additional mark ups or compromising any warranties, may submit a statement of capabilities, which if in timely received, will be considered by NOAA, OMAO.



A statement of capabilities shall include ABS certifications to conduct ROXTEC equipment inspection to including servicing and provide parts, also should include an OEM authorization letter. All of these requirements shall be received by 5:00pm EST on Friday, June 30, 2023 at 5pm ET. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.



Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future. Evidence must be provided with the capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement. Capability statements and related materials must be e-mailed by 5:00pm EST on Friday, June 30, 2023 at 5pm ET to alexander.cancela@noaa.gov.
