This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



Solicitation W9127N24Q0014 The US Army Corps of Engineers – Portland District has a requirement to solicit services to perform inspections and maintenance on eight Private Aids to Navigation (PATON) stern mooring buoy systems in the Columbia River from approximately River Mile 67+15 to River Mile 104+30 and to replace the Anchor Joining Link on the Sandy Island buoy riser leg and is hereby issued as a Request for Quote (RFQ).



The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular (2024-01) 14 November 2023. .



This solicitation is advertised as a total small business set-aside under NAICS Code 237990 Other Heavy and Civil Engineering Construction, with a small business size standard of $45 Million. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. The Portland District Contracting Office Small Business Specialist is Ms. Carol McIntyre, at 503-808-4602.



The Government requests pricing for the following schedule of items, in accordance with Performance Work Statement (PWS):
