REQUEST FOR PROPOSALS TO PROVIDE CONSTRUCTION MANAGER/GENERAL CONTRACTOR SERVICES FOR WORK ORDER 298 – BLUE HERON 2 TRUNK SANITARY SEWER REHABILITATION PROJECT CITY OF LAKE OSWEGO – ENGINEERING DEPARTMENT LAKE OSWEGO, OREGON

The City of Lake Oswego (“City” or “Owner”) invites your firm to submit a proposal to provide construction manager/general contractor (“CM/GC”) services for Work Order 298, Blue Heron 2 Trunk Sanitary Sewer Rehabilitation Project (“Project”). The objective of the Project is to assist the City in completing construction of the project by providing review and input into the final design documents, procuring materials, constructing the work, and providing warranty period services. The project includes replacement of approximately 880 feet of aged and deteriorating 12-inch diameter ductile iron sewer pipe in the Blue Heron canal with 12-inch nominal inside diameter HDPE sewer pipe and replacement of aged and deteriorating ductile iron sewer laterals in the canal that connect to the sewer main with HDPE sewer pipe that includes a cleanout installed at the canal wall. In-canal construction must occur during a lake draw-down period from October 1, 2023, to December 31, 2023.

The project also includes rehabilitating sewers using cured-in-place pipe (CIPP) lining, rehabilitation of manholes, replacement of two 6-inch diameter sewer segments with 8-inch diameter sewers, lining sewer laterals (and in some cases replacing laterals) from the main sewer to the property line, and installing cleanouts on laterals near the public right of way line. Completion of all sewer project components is required by December 31, 2023. The Engineer’s estimate of the overall construction cost for the project is approximately $3.0 to $4.0 million.

Any amendments to this RFP will be in writing and issued to all persons or businesses registered to receive RFP amendments. In addition, the RFP Holders List will be updated daily and posted on the website.

Proposers responding to the RFP need only to provide clear, concise proposals that contain the information required to respond to the CM/GC and construction needs of the project. The city is not expecting proposals to be professionally produced.

All questions about the meaning or intent of the Request for Proposals Document shall be submitted through the bid site.

Proposals will be received by the Project Manager, Heike Shipton, PE, at Lake Oswego City Hall, Engineering Division, 380 A Avenue, Lake Oswego, Oregon 97034, until 3:00 PM on Friday, December 16, 2022.
