Oregon State University intends to contract for the provision of a LISST-200X a self-contained submersible laser diffraction particle size analyzer from Sequoia Scientific, Inc. as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services and based on the supplier being the single provider of the goods and/or services. Specifically, this instrument is the only one in the market that measures in-situ particle concentration and size distribution in the dynamic marine environment, measured and derived parameters include particle size distribution, total volume concentration, optical transmission, depth, temperature, and a volume scattering function. An entity may appeal this determination in accordance with OSU Standard 03-015. Section 5.20 no later than the closing date indicated on the website.
