Opportunity Comments
This sole source pilot justification applies to:

a) A Qualified Residential Treatment Program (QRTP) Independent Review contract which is required by Federal and State statute (Family First Prevention Services Act as well as Senate Bill 1605). An independent review by a qualified individual is required to consider any placement of a child in a QRTP by Child Welfare.

b) Services will include a clinical review of specific documentation to provide a recommendation regarding the appropriateness of a QRTP placement by a qualified individual. This is called a QRTP Assessment.

c) Establish eligibility standards throughout Oregon and implementation of QRTP as a new initiative required by Federal and State statute, the assessment process has just been developed and a pilot is required to ensure a refined and efficient process is developed to support the ongoing requirements.

If any Affected Person disagrees with DHS' determination of this sole source procurement, has information to the contrary, and wishes to protest DHS contracting with Action 4 Child Protection for Centralized Hotline Call Screener Training, they may do so in writing via email only to: K. The written protest must include (a) A detailed statement of the legal and factual grounds for the protest; (b) a description of the resulting harm to the Affected Person; and (c) The relief requested. Written protests must be received no later than 3:00 p.m. on August 6, 2018. DHS is not responsible for errors or delays in transmitting information via email.
