NOTICE OF INTENT TO DIRECT CONTRACT WITH SINGLE CANDIDATE
March 24, 2020
In accordance with LCRB C-046-0500 (4)(f), the Housing Authority of Clackamas County
("HACC") intends to contract for the architectural work of the Hillside Redevelopment project and its future phases from Scott Edwards Architecture, LLP ("SEA"). SEA has performed previous architectural services related to the Hillside Master Plan project and in effort to provide project continuity, it would be cost effective to contract with SEA. In particular:
Scott Edwards Architecture (SEA) led the HACC's Hillside Master Plan for Housing
Opportunity (the "Master Plan") efforts to redevelop the 16-acre public housing complex known as Hillside Manor into a mixed-use, mixed-income community. The resulting Master Plan
identified the steps necessary to transform the existing underutilized site into a vibrant
community that will provide stable, affordable housing options within the Milwaukie
community. As part of the master planning process, SEA led an extensive community outreach
and engagement effort, conducted site research and planning analysis, oversaw a community
needs analysis, led design charrettes, facilitated market analyses, supervised cost estimating exercises, developed a programming package, and developed a master development plan. Given SEA's in-depth knowledge of the project and access to the historical and technical information necessary to performing the next phases of work, it is most cost effective for HACC to contract with SEA directly for architectural work on the Hillside Redevelopment project.
The architectural work to be performed on the Hillside Redevelopment project will likely
proceed in multiple phases. The estimated contract total for the next phase of the Hillside
Redevelopment project is anticipated to be $138,950. If additional architectural work is
necessary for future phases, HACC may amend the intended contract to accommodate additional
work for subsequent phases of the Hillside Redevelopment project.
An entity may protest this determination in accordance with LCRB C-047-0710 no later than
March 31, 2020 at 5:00 PM, Pacific Time. A request may be submitted to obtain additional
information by contacting Procurement at 503-742-5444 or via email at
procurement@clackamas.us . Protests must be submitted to the Procurement Director by hand
delivery or mail to Clackamas County Procurement Division, 2051 Kaen Road, Oregon City, OR
97045.
