Notice Summary
SB 1547 directed the Oregon Oregon Public Utility Commission ("OPUC")to develop a Community Solar Program (CSP). Commission Order No. 19-392 adopted six OPUC Staff ("Staff") recommendations to ensure that the interconnection process would be fair and functional for CSP projects, particularly community-driven projects that do not have access to the same resources and expertise as national solar developers. One of the recommendations was that the OPUC issue a Request for Information ("RFI") for a qualified third-party electrical systems engineering expert ("Consultant") to review utility interconnection studies for CSP generators. The vendor would help Staff analyze CSP projects' interconnection study results, confirm utility compliance with existing rules and tariffs covering studies and timelines, propose alternatives and efficiencies to the utility, and generate data to support longer-term efforts under OPUC dockets investigating interconnections. Additionally, the OPUC sees a possibility that the vendor's
review will be able to support broader discussion of technical issues already raised in CSP interconnection discussions, such as telemetry requirements for small generators, consideration for the properties of smart inverters, and the use of storage or transfer trip technology to minimize deliverability and other system upgrades.
The purpose of this RFI is to determine (1) Consultant fees for this project; (2) the scope that these services could provide; and (3) the availability and qualifications of Consultants that can provide these services. The OPUC finds that this information is necessary to evaluate how these Consultant services may be implemented within the CSP.
