Multi-Step Procurement Process
REQUEST FOR PROPOSALS
Proposals Due By: 2:00PM (Pacific) May 7, 2019
Notice is hereby given that Portland Community College (PCC), is requesting proposals from firms for the purchase of a replacement Public Safety Voice Recording System.
This is a two-step Request for Proposals (RFP) process, pursuant to PCC Public Contracting Rule PCC-47-0261 and ORS 279B060.(8)(b)(g).
Step 1 is being conducted to receive unpriced technical proposals from vendors for their system proposed, describing the system (hardware, software, support, and operational description) which meets the requirements as cited in this RFP. Pricing is NOT to be included in the Step 1 RFP process.
Responders in the Step 1 process who qualify in the Competitive Range, established by the RFP Evaluation Committee, will be invited to an interview and demonstration session, where vendors may provide a demonstration of their proposed system and will answer questions from the Proposal Evaluation Committee. The Evaluation Committee will have the option of recommending which interviewed firms will be invited participate in the Step 2 process.
Step 2 will be requesting, receiving, and evaluating the sealed priced proposal submissions, after the completion of the Step 1 processes. Vendors qualifying to submit Step 2 priced proposals will be invited to do so, and will be provided the Step 2 submission forms. Step 2 sealed priced proposals will only be considered from those firms invited to participate in the Step 2 process.
The Step 1 (unpriced) and Step 2 (priced) Proposals will be received at the Issuing Office: Portland Community College Office of Planning & Capital Construction, Suite 260, 9700 SW Capitol Highway, Portland OR 97219.
The deadline for the unpriced Proposal Submissions is 2:00PM Pacific Time, Tuesday May 7, 2019. Submissions received after that stated deadline will be rejected. Office hours for receipt of submissions are Monday through Friday, 8:00 AM to 4:00 PM (Pacific Time).
The description, technical requirements, instructions, the college's objectives for the purchase of the replacement system, and the criteria for the award of the contract through the undertaking of this RFP process is documented in the RFP. The RFP document is available for downloading from the Solicitation Opportunities link on the Portland Community College Website: http://www.pcc.edu/purchasing . Emerging small businesses, as well as minority-owned, women-owned, and service disabled veteran owned enterprises are encouraged to submit a response to this RFP.
The College may reject any proposal not in compliance with all prescribed public bidding procedures and
requirements, and may reject for good cause any or all bids upon a finding of the College that it is in the
public interest to do so.
