Washington County is requesting quotes for a three-year arborist services contract for
Housing Authority of Washington County.
Quotes must be received by 11:00 A.MMonday, June 24, 2019 in the Washington County
Purchasing Division Office, Suite 226, 1890 Building, 180 East Main Street, Hillsboro, OR
97123. Quotes will be opened immediately following the closing time. Quotes received
after the designated time and date, per the official bid clock located in Purchasing, will be
returned unopened. Quotes will be available for public inspection following the quote
A copy of the Invitation to Quote document is posted on the Oregon Procurement
Information Network (ORPIN) at http://orpin.oregon.gov . Solicitation documents can be
viewed and downloaded from the ORPIN site. Responders are responsible for checking the
ORPIN site for any addendums before submitting their quotes.
The maximum allowable amount under this contract will be $90,000.
The County may reject any quote not in compliance with all prescribed public bidding
procedures and requirements and may reject for good cause any or all quotes upon a
finding of the County it is in the public interest to do so.
Quotes must contain a statement as to whether the responder is a resident bidder, as
defined in ORS 279A.120.
Responders are solely responsible for ensuring receipt of their quote by the Purchasing
Responders must conform to the requirements of these quote documents and all related,
applicable laws.
This project is financed with funds obtained from the U.S. Department of Housing and
Urban Development. The contract will be subject to regulations of the Departments of
Labor and Housing and Urban Development. Attention is called to Federal Provisions
for Equal Employment Opportunity, HUD Requirements, and the minimum wages as set
forth in the contract documents.
All responders must be registered with the Oregon Construction Contractors Board prior to
submitting quotes. Failure to be registered will be sufficient cause to reject a quote as
Licensing per ORS 468A.720 (working with asbestos) is not required for this project.
The County does not intend to pre-qualify any responders for this project. All quotes
submitted for this project will be considered provided that they meet the criteria set forth in
the quote documents with respect to submission in a timely manner, and other applicable
requirements. However, all responders will be checked against the Bureau of Labor and
Industries' list of contractors ineligible to receive public works contracts (pursuant to ORS
