Estimated Funding Availability: $495,775
The City of Medford facilitated the creation of the Medford Navigation Center located at 685 Market Street with the assistance of local, state and federal funds. City Council adopted facilitating the creation of a navigation center as a 2021-2023 deliverable under the Council’s Housing and Health & Safety goals. The creation of a navigation center is also identified as one of the community’s high priority needs in the City’s 2020-2024 Consolidated Plan and will help support the continued implementation of the Medford Homeless System Action Plan.
The Medford Navigation Center provides unsheltered residents with two primary resources including: 1) Access to 24/7 emergency shelter for individuals and families; and 2) Availability of onsite coordinated services and connections to a network of nonprofit homeless service providers.
The City is seeking a qualified Behavioral Health service provider to manage the onsite coordinated service-delivery side, referred to as the Navigation Center. The City received $495,775 in grant funds from Oregon Housing and Community Services to support initial operations of the Navigation Center. The managing organization may allocate these funds to pay for personnel and other operational services, as proposed.

Interested agencies must email proposals in PDF format to planning@cityofmedford.org no later than Tuesday, December 20, 2022, at 10:00 p.m.
As soon thereafter as possible, the City will review and evaluate all proposals. Proposals will be accepted from qualified 501(c)(3) non-profit organizations and governmental agencies.
The City of Medford may reject any and all proposals upon a finding of the City that it is in the public interest to do so. The City also reserves the right to waive any informalities in any proposal and to delete certain items listed in the proposal as set forth herein.
Proposals received after the time established for receiving proposals will not be considered.
