SCOPE OF WORK AND BID SUBMITTAL

Sealed bids for furnishing all materials, equipment, labor, and services for the construction of the Main Street Waterline Improvements – 10th-15th (CI 21-007) project for the City of Oregon City, Oregon will be received by John M. Lewis, P.E., Public Works Director, at the Oregon City Engineering and Operations Center, 13895 Fir Street – 2nd Floor, Oregon City, Oregon until 2 PM local time on Tuesday, November 1, 2022. Bids received after this time will not be considered. All bids received prior to the due date and time will be publicly opened and read on the due date and time at the location bids are received.

The project includes:

  • Install, maintain, and remove temporary traffic control and erosion control measures.
  • Install approximately 2,125 LF of 4-inch through 12-inch ductile iron water main with appurtenances.
  • Install approximately 18 water services.
  • Install approximately 75 feet of 8-inch sanitary sewer main and 2 service laterals
  • Install approximately 25 feet of 12-inch storm sewer main, 1 manhole and 2 catch basins
  • Abandon existing water and sewer system components.
  • Complete temporary and permanent trench resurfacing.
  • Remove and replace concrete roadway panels, concrete curb, and sidewalk.
  • Replace 5 concrete pedestrian ramps.
  • Reconstruct approximately 2,525 SY of roadway including ACP and Base Rock.
  • Complete signal modifications.
  • Perform additional and incidental Work as called for by the Specifications and Plans.
  • Coordinate work with proposed utility pole relocation by franchise utility companies.

THIS PROJECT PARTIALLY FUNDED BY FEDERAL FUNDS

This project is anticipated to be partially funded by the United States Environmental Protection Agency (EPA) Water Infrastructure Finance and Innovation Act (WIFIA). Contractors must agree to comply with all applicable WIFIA statutes and regulations, and any additional terms and conditions imposed by EPA in connection with WIFIA funding of the project. The City and Owner’s contractors and subcontractors at all tiers are required to comply with certain federal requirements as a condition of WIFIA Funding. Those federal laws, regulations, and similar requirements are provided in the bid documents.

Contractor shall fully comply with ORS 279C.800 through 279C.870, and the Davis Bacon Act, concerning payment of not less than prevailing wage rates; each worker in each trade or occupation employed in the performance of the Work under these Contract Documents, either by Contractor, Subcontractor, or other person doing or contracting to do the whole or any part of the Work, shall be paid not less than the applicable prevailing wage rates for state and federal wages, whichever is higher. Prevailing wage publications applicable to this contract are the Prevailing Wage Rates for Public Works Contracts in Oregon Effective July 1, 2022. The applicable Federal Davis Bacon Wage Rates applicable to this contract are the General Decision: OR20220061, 02/25/22. These can be found at http://sam.gov/content/wage-determinations .
