The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the delivery of twenty-one (21) 55-gallon drums of ExxonMobil Mobilgard 312 Lubrication oil for the NOAA ship Okeanos Explorer.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number NM-AN2140-23-00534 is issued as a firm, fixed-price, commercial request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.
(iv) The NAICS code for this acquisition is 324191, Petroleum Oil and Grease Manufacturing. This is an open-market solicitation set aside exclusively for small businesses (

(v) Line items are as follows:
CLIN 0001: Twenty-One (21) 55-gallon drums of ExxonMobil Mobilgard 312 Lube Oil, delivered
(vi) Description of requirements for the items to be acquired: The NOAA ship Okeanos Explorer requires twenty-one (21) 55-gallon drums of Mobilgard 312 Engine Lubrication Oil. No other brand or product will be accepted. The vessel can only accept 55-gallon drums. Purchase will include delivery to Vigor Marine’s shipyard in Portland, Oregon. Quotes should include all pricing as specified in the Statement of Need.

This is a brand name requirement solicitation. The new oil will be mixed with existing stocks of Mobilgard 312.

It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
