Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations, but is for market research only. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of qualified sources to perform the potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential BRAND NAME ONLY sources which can provide the following services:

Preventative maintenance of Stryker Neptune 3 Rover ProCare and Neptune 2 Docker ProCare for the Portland VA Medical Center in accordance with the attached Statement of Work.

The intended contract is a firm-fixed price service contract.

Potential sources having the capabilities necessary to provide the above services which meet all the requirements outlined in the attached statement of work and salient characteristics are invited to respond to this Sources Sought Notice via e-mail to Peter.Park2@VA.Gov no later than noted in the RFI. No telephone inquiries will be accepted.

Responses should include the following information:
Company information to include:
Company name, address, point of contact, e-mail address, and phone number.
Business size in comparison to the anticipated North American Industry Classification System (NAICS) code 811210. To be considered a small business your company must have fewer than $34 million in annual receipts.
Identify whether you are a small business or other than small business
Socioeconomic factor of your company. If small business, pick one of the following:
Service Disabled Veteran Owned Small Business (SDVOSB)
Veteran Owned Small Business (VOSB)
All other Small Business (SB)
N/A: Other than Small Business
Provide verification of active SAM registration and the UEI number.

A capability statement addressing the requirements in the attached Statement of Work to include:
References for similar products currently being provided or previously provided at the required service levels as outlined in the Statement of Work.
OEM authorized distributor / service provider letter from Stryker Corporation.
Evidence of OEM training for service engineers

It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM).

STATEMENT OF WORK (SOW)
1. Background
The Portland VA Medical Center (PVAMC) requires a full service contract to ensure that the Stryker Neptune Gold Rovers and Neptune Detergent Docking Stations are kept in proper operating condition and meet manufacturer s specifications for use. This contract includes parts, labor and travel for corrective maintenance, and two PMs on each unit per contract year.

2. Scope
All work is to be performed on the Stryker Neptune units, located at the Portland VA Medical Center. Service contract is base plus 4 option years.

3. Specific Tasks
General Requirements:
Units covered are as follows:
Neptune 3 Rover qty 15
Neptune 2 Docker, qty 4

All parts, labor and travel associated with scheduled on-site preventive maintenance inspections/procedures.

This Preventative Maintenance contract is to cover two visits per year by a Stryker Authorized Service Technician.

The Neptune 3 Rovers and Neptune 2 docking station will be maintained in good working order and meet all manufacturer specifications for operation.

Replacements of the vacuum hose w/charcoal filter, HEPA filter w/charcoal (as needed), vacuum pump charcoal filters and cleaning and disinfection of the canister will be included for each Rover and offload pump impeller.

Fresh water screen replacements will be covered for each Docking Station.

Repair parts and service are covered under this contract

4. Performance Monitoring
The tasks are well defined and can, therefore, be easily monitored by the Government point of contact (POC), who shall represent the government for this process. The contractor performance will be monitored and the work certified by the POC. The POC will assure contractor quality by routine inspections, product sampling, and monitoring of work while work is being performed.

5. Security Requirements
All contractor activities will be performed under the supervision of a VA employee

6. Other Pertinent Information or Special Considerations.
The contractor shall provide service engineers that have specialized experience with Stryker Neptune Gold and docking station. The contractor s service engineers must be original equipment manufacturer (OEM) trained.
The contractor s service engineer shall have fast access to parts, elevated troubleshooting assistance, and regional support.
The contract shall execute a non-disclosure agreement. The contractor s service engineers will not have any access to view PHI/PPI.

7. Inspection and Acceptance Criteria.
The POC is responsible for certifying that the work done under this contract is performed to standard. The POC is also responsible to assure the inspection and acceptance of products provided incidental to services.

8. Place of Performance.
Work will primarily be performed at the Portland VAMC.

9. Period of Performance.
March 1, 2022 through February 28, 2023 for the base year, with 4 option years.
