SYNOPSIS



The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the Dexter Fish Facilities Upgrades Project. The proposed project will be a competitive, firm-fixed price (FFP) construction contract.



General Description: Dexter Dam is in Lane County, Oregon on the Middle Fork of the Willamette River, three miles downstream of Lookout Point Dam and about 22 miles southeast of Eugene, OR. The two dams are separated by Dexter Lake which functions as a re-regulating basin for the Lookout Point power plant. Dexter Dam was constructed by the USACE with the powerhouse beginning operation in 1954. The powerhouse has one Kaplan turbine capable of generating 15 megawatt (MW) at a maximum capacity of 4,200 cubic feet per second (cfs). The Dexter Dam forebay maximum pool, full pool, and minimum pool elevations are 697.4 feet, 695.0 feet, and 690.0 feet respectively



Project Scope: The Dexter Fish Facility Upgrades Project will have major features improved, replaced and added to meet the criteria approved by the National Marine Fisheries Service (NMFS) and requirements set forth in NMFS’s 2008 Biological Opinion on the Corps’ Willamette Valley Project. The upgrade project will include:




  • Replacement of 90% of the fish ladder and new concrete fish sorting pools

  • Rock excavation at the fish ladder entrance section (approx. 15k tons)

  • Pre-engineered and custom metal canopies, walkways, and platforms

  • Custom metal and polymer pipe shapes for fish flumes (estimated 12-24” diameter)

  • Fish transfer hopper system, custom metal fabrication with pneumatics and hoist system

  • Gravity fed water distribution network (1/2” to 48”) with valves and gates

  • Utility and storage buildings for electrical and mechanical equipment

  • Maintenance building with offices and utility garage

  • Placement of concrete and steel in water or via cofferdam

  • Replacement vehicle access bridge

  • Custom metal fabrication for fish sorting tables and tanks

  • Pneumatics and controls of mechanical features

  • Fish crowders

  • Various occlusion gates

Site Visit: The site visit will be held on the below scheduled date regardless of the date the solicitation is issued (this may be prior to the solicitation being released). No other site visits are planned for this project.




  1. An organized site visit has been scheduled for 1000 hours, Pacific Time, Thursday, 17 November 2022.

  2. Participants will meet a Dexter Fish Facility in Lowell, Oregon at 1000 hours.

Individuals who show up to the site visit who did not RSVP, or miss the NLT date and time posted above, may be turned away from the site visit.



4. Due to time limitations, Foreign National are not able to attend the site visit.



Magnitude of Construction: The estimated Magnitude of Construction for this project is between $50,000,000 to $100,000,000



Period of Performance: March 2023 – November 2026. See FAR 52.211-10 in the Draft Solicitation for more detail.



Set Asides and Codes: This is an Unrestricted Full and Open Competitive Acquisition. North American Industrial Classification Code (NAICS): 237990, Other Heavy and Civil Engineering; Small Business Size Standard of $39,500,000.00



Acquisition Strategy: This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation. The contract will be awarded using the provisions of FAR 15 utilizing “Best Value/Trade-Off Analysis” procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and price factors, which offer the best value to the Government. This acquisition will result in a single fixed-price contract.



Proposal Period: The solicitation is scheduled for release between 14 November and 23 November, 2022. The tentative date for receipt of proposals is on or before 23 December 2022.



Plans and Specifications: The Plans and Specifications be posted on the SAM.gov website once the solicitation is issued.



System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award.

THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON FBO ON OR ABOUT 22 NOVEMBER 2022. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED.



THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
